If the child (Sponsor) is already a permanent resident, citizen of Australia, or a citizen of New Zealand who meets the requirements, their parents can live in Australia permanently with the Parent 103 visa.
But in order to obtain the visa, the parents must have a sponsor
(their Child) or find another sponsor who is qualified to sponsor them in Australia.

The spouse of the Child who is at least eighteen years old and is an Australian citizen or a permanent resident, or a citizen of New Zealand who qualifies.
A parent or legal guardian of the minor (who is at least eighteen years old and has become a permanent resident of Australia or is qualified to become a citizen of New Zealand)
An Australian citizen, permanent resident, or eligible New Zealand citizen who is at least eighteen years of age or more and settled in Australia as an Australian Citizen, or a guardian or relative of your child's spouse.
A community organisation.
As the holder of a parent visa, you and the dependent family members listed on the application are eligible to:
Stay, study, and work in Australia for indefinite period of time.
Get Medicare, the government health insurance program in Australia.
Once you are eligible, apply for Australian citizenship.
Can sponsor family members to move to Australia permanently.
After your visa is granted, you have five years to leave and return to Australia.
This visa is only available to you if your Child is an eligible New Zealand citizen, an Australian citizen, or a permanent resident.
