Can I Apply for this visa Offshore or Onshore?

You can be onshore of offshore while applying for Subclass 190 Skilled Nominated Visa. If you are applying onshore than you should hold a substantive visa or Bridging A, B or C visa. Once you apply begin onshore you will receive a bridging visa which will allow you to remain in Australia until you receive a decision on your 190-visa application. Since this is a permanent visa, you do not need to apply for an extended stay. With a travel component that expires 5 years from the date the visa was granted, it allows you to stay in Australia permanently.
